Managing the Multi-Sector Workforce

On July 29, 2009, the Office of Management and Budget (OMB) issued a Memorandum called, “Managing the Multi-Sector Workforce.”  Click Here to view the Memorandum

The memorandum requires that agencies in-source all inherently governmental functions being performed by contract.  It also directs agencies to examine whether the agency’s performance has suffered due to an over-reliance on the contract workforce.

The State Department’s Commercial Services Management Office (A/CSM) is running the OMB-directed effort.  As such, CSM will be conducting a pilot program to examine the appropriate mix of government and contract workforce.  CSM is currently considering the best candidate for the pilot and will, in the future, be interested in further opportunities to collaborate with the bureaus to examine the multi-sector workforce. 

To that end, it may be helpful to answer the following questions to determine whether your organization would make a good candidate for this type of analysis.

  • Do you have contract work that has been performed poorly?
  • Are there contracts in your organization awarded via a sole-source or other limited procurement?
  • Is the majority of your workforce staffed by contractors?
  • Do you have contract positions that should be full-time government employees?
  • Do you have concerns about an over-reliance on contractors in your program or office?

If so, there is now substantial management support in conducting a multi-sector workforce assessment to review these areas.

Outcomes for your Organization:

  • You can lead the testing and development of a new management initiative.
  • You will understand your contractor / federal employee mix.
  • You will achieve your desired balance of the blended workforce that will allow you to best manage your program or office.

This initiative will help the Department comply with the following mandates:

  •    Obama Administration Initiative: Managing the multi-sector workforce
  •    Deputy Secretary Lew: Strategic objective to build civilian capacity
  •    Congressional Mandates: In-sourcing Inherently Governmental functions
  •    OMB Policy: Conduct a multi-sector workforce pilot study
  •    Growth in Service Contracting: Lack of focus on multi-sector workforce management
